Soundwave did not mind that Knock Out was reading what was being written. If he had? He would not have shown it on the screen to begin with. While it could be argued that the proposition wasn't technically ready for the CMO to view, since it wasn’t even a course of action yet and was simply a suggestion more so than a pull of the trigger and approval, it would undoubtedly get to him quickly despite any attempt at secrecy.
It was no great mystery that Knock Out and Starscream were close, and that the red mech was tucked in the Commander's back pocket. If Starscream asked him to jump, Knock Out would simply ask coyly if it earned him anything then would leap for any crumb of a promise of a promotion with a good spin for good measure. It seemed as if being the Chief Medical Officer and holding relative command over most on the ship wasn't enough already, and he wanted such rank without having to put in any amount of real work behind it. All that was for another day however, as Soundwave allowed him to read over the document while it was swiftly composed, glyphs and Cybertronian dialect swiftly articulating his thoughts in a cutting and direct method.
Sometimes actions had to be taken despite current plans that were in place.
For the Decepticon cause.
While he wrote, Soundwave could sense the confusion in Knock Out, as well as momentary recollection. The flicking synapse, the minute electrical surges... they mapped out much in such brief moments, things that not even the most cunning of liar could work around. There was a level of recognition in play that the other medic showed, telling Soundwave that Knock Out not only recognized the plan, but possibly had already spoken to Starscream about it before at length. It did not surprise the navy mech honestly. It just made it easier to get his point across and not need to have some big discussion with him over the process.
The document had been sent off then, Soundwave's visor blipping back to nothingness once more, hiding the webbing of blue that ran up the internal surface of the bottom edge. He did not do anything more however, patiently waiting to hear what Knock Out would have to say about this, and if he would have a complaint or comment of his own to interject. Despite all the chaos, the navy mech was rather calm for the moment, and was more stable than he was earlier.
Knock Out could thank Ravage for that later on.
When the red mech finally broke the silence, Soundwave peered back at him calmly, his field pulling down to a hollow hum of white noise that it typically held in earlier days before things went so wrong. The questions that had been asked, they were good ones, but all things considered, Soundwave was willing to bet Knock Out honestly knew what the best course of action was already, and was simply reaching out for input due to the unease and uncertainly this level of 'unknown' brought to the table. As catty as he could be, as flippant, rude and self centered over his appearance... Knock Out KNEW what he was doing and had significant skill to his name that came naturally. He need only be pushed slightly in the right direction or gifted the slightest amount of encouragement, and perhaps that would be enough.

Calm words, a low rumble, the feline tones of the black cassette slipped forth with a near casual edge to it. Used in this context, it was effectively giving freedom at its core, but understanding the dynamic shift that had taken place, was important. Soundwave was not giving up his ability to lead and guide, he was not going to lie down and simply let the other Decepticons run wild and act foolishly out of impulse. While he recognized the fact he was compromised and ill with some very deeply rooted sickness that impaired him, he wasn't going to let others be careless and uproot ages of hard work further than they have already been done. That said, Knock Out was their medical officer, and this was a medical emergency. There was a disease running rampant, and because of this his rank took on new power, and he would need to quickly start to adapt to this. As to not point blank just wordlessly tell KO to 'deal with it', he offered one further statement, courtesy of Starscream.
