Though the prison was known to be a hard place, where Decepticon and Autobot prisoners alike were stripped down to their spark and laser cores, it at least stood apart from the worst of the war. It weathered several Decepticon attacks but did not fall, partly thanks to Fortress Maximus, who had come to develop a hard-bitten edge himself.
As for what happened next... well, everyone knows what happened at Garrus 9.
When the sociopathic Decepticon Overlord overran the prison, Maximus was beaten down and thrown to the former inmates, who tore him apart. He survived this, only to undergo three years of brutal torture at the hands of Overlord. When the Wreckers were at last sent in to recover the prison they found the warden half-dead, his limbs and optics removed and his body plugged into the lock of the Aequitas chamber door to serve as a code-crunching 'lockpick'. He survived, but spent the next five years in an Autobot military medical station in a comatose state.
Eventually Maximus made a full physical recovery. However, it was not long before the psychological effects of his confinement and torture became apparent. He began to display signs of increasing agitation and temper, while refusing to speak a word of what he underwent at the hands of Overlord. Unwilling to admit to himself that he may no longer be fit to serve as an officer, he travelled to Earth in order to distance himself from Cybertron and the ruins of his mangled pride.
Dismayed by the state of the Autobot forces he found there - disorganized when compared to the level of military order Maximus was accustomed to, their ranks bolstered with civilians and former criminals, the latter bringing back particularly unpleasant memories - and under increasing strain due to personal frustrations - chief among them his inability to travel freely due to his alternate mode - Maximus eventually turned in his badge and retreated from the front line.
