It was a simple fact that the Decepticons had been on Earth for longer than the Autobots, and had made more investigations into its landscapes as a result of mining energon. Cleaver had liased over a secure comm. channel with Soundwave for a likely location to establish the Neutral base, and had finally settled on one of the first energon mines the Decepticons had dug as the most likely candidate. Soundwave had made it clear that the mine was 'depleted', but there was the suggestion that the Neutrals would be able to follow energon veins and find enough fuel to maintain them for a time. What interested Cleaver more, however, was the potential size of the mine and its exceptionally uninhabitable-by-humans location. Chances of accidental discovery by the natives were slim to none.
She'd sent an invitation for a representative from the Autobots through the channel Optimus Prime had supplied, and requested that the Decepticons send someone appropriate to show her around the mine. So that she wasn't the only Neutral, and because Moonshot had been hovering since playing medic-assistant a few weeks ago, Cleaver had invited the sniper along as well.
The entrance to the mine was a blasted-open crevice on the plateu of a mountain, and blossomed out inside into multiple chambers and corridors. Outside, the Sahara desert spread out on all sides so far and clear that the curvature of the Earth was visible, though the altitude kept the air cool and blown-up sand minimal. Cleaver had left Moonshot at the mine's opening to fly around the mountain, having wanted to survey the scene ahead of the appointed meeting time.
After half an hour of scans, the Sea King made a slow descent back onto the plateu and transformed with a quiet whine of effort. Cleaver propped one blade into the rocky ground and flexed her shoulder to dispel the ache in her side. Five minutes until the Decepticons and Autobots were due to arrive. She looked to Moonshot, blades resettling down her backstrut in twitches from the flight.
"So, what do you think?"
