He's armed with a pair of assault cannons in-built into his servos.
Skywarp transforms into a modified Lockheed Martin F-35 Lightening II armed with short ranged missiles.

These specialized seekers would be stationed on explorer class starships, allowing rapid mapping of unknown sectors. The original warp cores weren't very fuel efficient, there was no way around this with the technology of the time but it was not regarded as a problem since Cybertron had not yet felt the pain of energon shortages. The plan was to upgrade the cores later anyway, first came proving that combining them with living Cybertronians was viable.

Spacebridges are an extremely complicated technology, there's a reason why they built into permanent locations and housed in spacious facilities. Taking that and trying to fit it all into a standard Cybertronian frame...most of Skywarp's cohort mates either died of shock or were driven permanently insane upon their initial onlining. The survivors were subjected to experiments in order to fine-tune and perfect the warp cores, which were so deeply integrated into the Seekers, they could not be removed without killing the mechs. This meant the planned upgrades to fix that fuel efficiency problem could not go ahead. As the project dragged on, Skywarp's cohort mates suffered from various malfunctions and system failures that killed them until only a couple remained. Skywarp was one of the fortunate few whose sparks were able to bear the strain and adapt to the prototypical cores.

Might made right in Skywarp's world. He didn't care much for politics or equality, the instating of the caste system had little impact on his situation. What he did care about was strength and who had the most of it. When the Wing Commander of Vos, Starscream, sided with Megatron, most of the Seeker forces came with him and Skywarp was no different. In fact, he found Megatron a much better leader than Starscream. Skywarp's loyalty to the Decepticon war-lord became absolute, Starscream was great and fun 'n all but he had nothing on Megatron in sheer strength, both physical and in force of will.
For most of the war, Skywarp has been serving on the front-lines, his teleportation ability a useful skill that served him well. He was separated from the main Decepticon forces during the Exodus and has been trying to make his way back ever since.
Personality:
Skywarp is dumb. He knows this. Everyone knows this. He's actually quite okay with this. Everyone also likes to make fun of his stupidity. Skywarp is also very much okay with this because he knows the easiest way to get them to stop laughing is to beat the slag out of them. Which is easy. Skywarp fits the idea of 'brute' perfectly. He has no compunctions about throwing himself into a fight and using his considerable bulk to intimidate to get his way. Skywarp is a bully, he learned a long a time ago that the threat of violence can often be a sufficient motivator to allow him to get his way. He isn't smart enough to manipulate people in any other way. He is also quite child-like, immature, stubborn and can be incredibly naïve, due to his throttled processor. Skywarp will take most things literally and easily fascinated by strange/shiny/new things that he doesn't understand.
And yet, despite the child-like mentality driven by his throttled processor, Skywarp is a skilled warrior. He wouldn't have survived this long if he wasn't. So maybe most of his processor is slaved to figuring out spacebridge equations. Enough of it is still useable for him to learn at an extremely slow pace but Skywarp has been extensively trained and drilled in many forms of combat. He's been in the military long enough to make up for his deficiencies, so he was at an even playing field when the war broke out.

Teleportation:
Skywarp's is known most for his teleportation ability. He is capable of making planet-wide jumps and taking along a passenger, both of which will drain his energon reserves severely. Short jumps by himself requires much less energon, but unless he really has to, he prefers to reserve his energy for when he really needs it.
Combat trained melee fighter- Skywarp has served the military for most of his life. He's been there long enough to actually learn things. Given that violence is just about his favourite thing, he took these lessons to spark and learned them very well. Skywarp knows a few forms of Cybertronian martial arts, not that he usually bothers with them, instead preferring to simply brawl, armed with only his servos.
Sharp shooter :
Skywarp's aim is almost downright unnatural. Which is kinda bizarre considering he doesn't even have enough processing power to run targeting software. Or maybe not (see below)
Physics king:
Interestingly enough, in some odd ways, his throttled processor helps him as a fighter. Skywarp has an intuitive understanding of spatial and temporal dimensions as most of his processor is dedicated to calculating complex quantum equations. Because of this, he doesn't actually use combat programs, such as assisted targeting because a) he doesn't have the processor space to run them and b) if he can run the calculations to accurately open a hole to teleport him from one side of the planet to the other, he can mostly certainly grasp where he needs to aim to land a hit on a moving target. He doesn't need to stop and think about things like momentum, friction, gravity or physics in general. At a glance, he just 'knows' how fast it'll take for an energy blast to strike an enemy or how hard a punch will be.
Weaknesses:

The sheer computational strain to accurately calculate spacebridges saps Skywarp's processing ability. He isn't all that bright, gets easily distracted and can't be trusted to carry out complex plans. He can recognize tactics...after the first fifty times of seeing it in action, maybe. If Skywarp is fighting something he doesn't recognize, there's a good chance the enemy could do the same thing over and over again before he figures it out.

Sparked back when energon shortages were merely speculated about and not actual fact, Skywarp's warp core is incredibly inefficient. Long jumps drain his reserves quickly, limiting the number of jumps he can perform and also leaving him vulnerable to enemies, due to his low energon levels. A newer warp core would fix this problem...but as the scientists overseeing the project that created Skywarp found, removing his warp drive to install a new one would probably kill him. Conversely, the rest of Skywarp's frame is actually very energy efficient, so he can go for a very long time without needing to refuel, if he avoids using the warp core.
Ancient piece of technology
As an original warp drive, Skywarp's warp core is extremely hard to fix as few bots are familiar with the technology. Because of the lack of proper repair and maintenance, the range of it has hugely decreased. Once able to move him across entire sectors of space, Skywarp is limited to planetary jumps now.
Slow flier
Skywarp has a lot of bulk due to the warp core installed inside of him and his armour is quite heavy. He wasn't made for quick or acrobatic flight but he certainly has a lot of endurance as an explorer class Seeker to make up for his lack of speed and aerial agility.

It takes a few lifetimes for Skywarp to learn anything. The only real skills he has aside from combat is how annoying he is and the ability to pull of pranks. He's actually developed a bit of stealth from setting up those pranks but lacks the motivation or concentration to properly use it against the Autobots.
However, Skywarp is sensitive to the energy of ground-bridges and can detect them a few moments before they open.
He also has an extensive sensor suite installed as an explorer class Seeker, meant for taking environmental readings. His vision is quite sharp.
