Ratbat's head turned to watch Slipstream, but he remained on the lower level of the bridge for the moment, drifting above the Vehicons at their consoles. His native coloration was quite similar to theirs, and an inexperienced observer might even mistake the small flightframe for an errant set of wings in the crowd.
Rising out of the lower level, he moved to intercept the femme seeker at the threshold of the control room. The aberrant whine of his hoverdrive probably gave him away before he politely cleared his vocalizer, but she certainly was aware of his presence before he spoke.
"Captain Slipstream," the batlike cassette said. His small yellow optics studied her clinically. "A moment of your time, if you please."

"Of course, Ratbat." she nodded, raising a servo to give the Mini-con a perch. Her deep purple optics looked down at him with a calm expression. "What can I do for you? Does Soundwave require my presence?" As she talked with the tiny being, she made sure Starscream wasn't around.
"No," Ratbat said, with the self-assurance of someone who was not just Soundwave's cassette but one of Lord Megatron's direct reports in his own right. "It's in regards to your fighter craft. I thought I'd best inform you personally. Due to the ongoing repairs to the Nemesis we are unable to spare the material or personnel for standard refueling or maintenance - in fact, the fuel situation on the Nemesis is quite critical at the moment, so I've ordered the tanks drained. We've also repurposed most of your spare parts to meet the needs of the repair effort. "
He sent over a few forms in a succinct data transfer. "I'm afraid you'll need to remain aboard at least until the current crisis is resolved and we have the energon to spare to refuel your craft. I'll need some information from you before I can authorize your energon ration and set up your shipboard access permissions."

She raised a brow and looked upon him. "So, I have no spare parts for the time being...? I suppose I can get planetside in vehicle mode." Slipstream crossed her servos as she contemplated travel.
"Oh yes! I also have data that would be beneficial if given to Soundwave. Energon deposits on that red planet I passed on the way to the Nemesis." she explained. "I believe the data would be better off in reliable hands."
"We will likely be able to complete the work orders and refuel the craft once the Nemesis repairs are complete," Ratbat said. "In the meantime, I regret the inconvenience."
He waited a beat after Slipstream's statement to determine whether Starscream had overheard that - were they going to have this conversation on the command room threshold? He supposed they were. An internal sigh. Seekers were better at drama than intrigue by a fair margin, but the lack of outraged shrieking at the slight meant he was likely safe.
His voice remained calm. "That type of information would go to me, actually. I manage energon mining operations in local space, Our survey data has never been as complete as I would like, and information on new deposits would be most welcome."

"Don't worry, he knows I have it, but I made sure he wouldn't mess with it." The femme smirked, shifting the plating of her torso to grab a tablet and showed it to Ratbat. "Download it when you get the chance. There aren't many, but Energon seems rare nowadays. Surely, this data will benefit the forces."

He looked almost amused now. "In any case, please get those forms back to my department as soon as possible. You'll likely need to go through a security debrief at some point as well - someone else will get in touch with you about that."
Optics studied her one last moment. "I believe that's everything. Feel free to contact me if you have any questions."

"I shall be sure to ping you if necessary, Ratbat." she nodded. "Bring me my tablet when it is convenient after the download." She began to walk, but stopped before reaching the entrance of the bridge. "There is one thing I have a concern about... Walk with me?"
Ratbat's small data cables managed the tablet well enough, even if it was a bit unwieldy. He weighed her request against his personal annoyance at having his schedule reshuffled by other mechs and reluctantly decided to accompany her. Not afoot, of course - he didn't have feet in this form. And he certainly reserved the option to change his mind about whether this conversation was an efficient use of his time.
He followed her, uploading the information she had provided as he did so. He completely refused to glance nervously at other mechs or otherwise act skulking and suspicious. Being infamously boring and bureaucratic did have its uses. Very few mechs did 'nothing interesting going on here, move along' quite so convincingly as he did.

There were many questions that Slipstream had for the Minicon. Though she knew he would only answer questions that were worth his time. She had to make the time she had left in Ratbat's presence worth it.
"I have been wondering... Did the Autobots happen to block off the security feed when they infiltrated the flagship?" she asked. "I ask so I may review the feed to see what exactly happened to Lord Megatron."
"I do not, precisely, handle those matters," Ratbat said. On the org chart, he was technically not even in Soundwave's division. Technically. "Even if I did, you presently lack the appropriate clearances for that type of high-level investigation because your file is out of date. Your clearances are pending until the forms I sent you are properly filled out and you've been interviewed."
His voice took on a crisp edge. "I am not an alternative to official channels. If you want access to ship security data, you will need to speak to Soundwave."
